If expired certs are allowed, it devalues the unexpired ones, and also medallion status, as a seat that would go to an individual with status or a cert may go to someone with an expired cert. And there are a LOT of certs due to expire in Jan 2023, from the last several years.
Same upgrades, more people eligible.
Based on your assumption that there is plenty of upgrade space, then medallion members (including you as a platinum medallion member) will be eligible for upgrades.
