You'll be able to tell if the property (and Marriott) see itself as late-checkout-exempt if the late checkout option doesn't show up in Mobile Check-In. Normally, there's a drop-down time slider, but resorts (and classified convention properties) won't show it.
Of course, that doesn't mean that you can't work with that property to obtain your desired checkout time. I've gotten plenty of 4 PMs at resorts before.
I've been denied plenty of times but always at an exempt property or in exchange for a desired full suite upgrade, which I'm happy to negotiate on. Even when denied, I can usually get 1 PM or 2 PM which can make a big difference.
Agree completely. Based on OP's screenshot this is a resort or convention property so late checkout is not guaranteed
