TP@LIS seems to generally frustrate this kind of thing, so it’s going to be acting like an arrival passenger with IAD as your final destination until you get land-side at IAD and do what other IAD-originating passengers do for IAD-LAX.

If the thru-checking across separate tickets were needing to be done at an outstation for a trip originating on a non-TP flight by a Star Alliance carrier, this kind of thing can work; but then too it depends on how able and willing are the non-TP check-in agents working check-in for the originating (non-TP) Star Alliance; and you would still have to claim luggage at IAD to clear customs.
