It's a very simple rule to initiate and makes absolute sense. In no way should a BE passenger be put in an E+ seat, especially with other rules in place that prohibit elite customers from seating companions with us who are traveling on different PNRs. It's just lopsided nonsense.
So the answer is you didn't ask for the fare booking class so are assuming the affected pax are BE fares. As explained elsewhere your reseated seatmate could have been NRSA, irrops affected which was reaccomodated at the gate at boarding, BE who purchased E+ etc. If you didn't ask you likely don't know.
