Never - not even close (in 12 years living on Oahu and visiting many more). I'm generally one of the first off of the plane and I'd estimate bags as an average start coming 5-10 minutes after I get to baggage claim which I think is very reasonable - then it becomes a race upstairs to rideshare before the surge pricing kicks in.
