What they're referring to are the staff (employed by a company like G2 Airport Services) positioned at the entrance to either checkpoints or escalators who check your boarding pass and sometimes put your bag in the sizer. T4 has them too (usually at the bottom of the escalators) and yes I've seen them bounce people who aren't departing from that terminal (even people clearing T4 with a AA T5 BP).
Hmmm, that's really odd. I interpreted it as a bouncer before security in TBIT, not between terminals. I know there is someone at the bottom of the escalator in T4 (AA uniform) who checks BPs and often sizes bags, but I assumed she was just making sure people actually had a boarding pass since security doesn't check BPs at T4 (IME, at least).
