You mean the list of cleared standby pax? BE pax without seat assignments aren’t on the standby or cleared lists - they are confirmed on the flight without a seat assignment. These folks will not show up on the ‘cleared’ list.

The folks showing up on those lists are actually standby pax - typically those who either chose to standby for an earlier flight, or are trying to take an earlier rebooked flight after having their original flight canceled or part of some other IRROPS (missed connection, etc.). I suspect these days, the group of people standing by are more likely to be from canceled other flights. Sure, some of these pax may be on BE fares but their being on the list has nothing to do with that.
