So if a mechanical issue takes an entire aircraft out of service and the flight cancels, all passengers are entitled to IDB compensation because there are more passengers than the zero seats that ended up actually being available so it was technically "oversold"?
Do they also have to solicit volunteers first in that situation to comply with the IDB regs?
