Couple of weeks ago on a Friday afternoon, CBP was busy processing connections that they even held up Global Entry/NEXUS. Regular processing from landside was >45 minutes.

I think AC has been pushing these flights to Americans. They were pulling 10+ people for each super late flight.
I will note the on the outbound though YUL there was also major congestion going through USA-international connections. Not quite as bad, but a good 30min wait or so. Seems like AC may be overloading an airport not built for international connections.
