I am not sure anyone has got a consolidated view, and the bulk of the useful information would be from IB's Cloudflare configuration which I suggest they would be unlikely to share as it's part of their security posture to help defend the platform from malicious attacks and includes rejecting connections from some source IPs of dubious reputation, which includes some of the IP addresses you get given by the public VPN providers. And the public VPN providers will be changing the IPs that they allocate out to users from time to time. so what not work in some situations today might work tomorrow and vice versa.
