For what is worth, I have had some difficulty at small elite-light airports when travelling with my wife and kid with agents trying to charge us baggage fees. We all check in together (and are on the same PNR), and the agent will leave the system up in my wife's or kid's name, and demand payment for bags (even though I am ExecPlat, and have the CitiExec plat card). The first few times I didn't know why they were asking and got in arguments (it got very frustrating a couple of times).

But, that doesn't seem to be the case here.
