Booking a flight that you have no intention of flying is against pretty much every airline's T&C but it seems like they would need to see a pattern in order to determine intent. It seems similar to hidden city ticketing.

If you want to avoid UA taking your miles and canceling your account buy the refundable ticket on another airline that departs from the same terminal and don't attach any FF#. There are only a few UA stations where this wouldn't work as UA is the sole occupant and no airside connection to other terminals (EWR), although there are reports of getting through TSA in this event, it just depends on the agent

Pre-COVID (not sure when it ended) you used to be able to reserve a conference room at the United Club and you could make arrangements for your local team members to get a gate pass to come to the meeting, but unfortunately that has gone by the wayside.

My suggestion would be for your friends to pick you up and go to Millbrae for lunch. If you don't want to leave the airport, I recommend they come meet you at the International Terminal (you can walk between T3 and International G airside) as there are a few landside restaurants in the International Terminal.
