This past October, I rented at PHL and took a huge road trip through the Maritimes. I had called ahead to let them know I was going to Canada and told them again when I picked up the car, and they didn't seem to much care. They said people do it all the time. No issues with the rental, nor any issues at the Quebec nor Maine borders (going into Canada and returning to the U.S.).
