I think that is correct. I haven’t really paid much attention to the rules for unvaccinated people since they don’t affect me, but the various government web pages confirm what you say. And since it is ultimately going to be the airline that is the first hurdle, it’s worth checking what TIMATIC says. I think this UA system uses TIMATIC:
