I've been looking at award availability too and there is hardly and J availability in/out of Australia for the upcoming months. I'm guessing you won't get an offer for your DOH-PER flight.
Even pre-COVID, the Business Class loads to Australia were super high as people are happy to pay the displayed J prices for that route which could lead the cabin to be sold out in advance, which means that QR doesn't need to offer any discounted cash upgrade or discounted award availability to fill out those seats.
