Sadly it's not just DL reps. I put in a military leave request for travel to Hawaii from Ohio. My request initially got pushed back to me because some technician who has to sign off on my leave request told me that I needed to consult the Department of Defense Foreign Clearance Guide and then put a remark in my request noting what the foreign clearance requirements were in the DoD Foreign Clearance Guide for Hawaii and to then contact the Office of Special Investigation for a foreign travel security briefing before my leave could be approved.

"HUCA" may have worked when wait times to get through to an agent could be measured in the single-digit minutes. When wait-times to get through to an agent are 2-3 hours or more for a call-back (and worse during IROPS), this becomes more difficult.
