The MCE on the plane you reference is 4" extra Seat Pitch. Seat pitch is the distance from any point on one seat to the exact same point on the seat in front or behind it. In the eyes of AA, it has nothing to do with the under seat storage area. The "extra leg room" you're buying in MCE is the 4" before the under seat storage begins.
