This change is only relevant for international arrivals (all other carts were always charged). As it's not possible to leave and re-enter the international baggage claim area what you've suggested isn't possible...
Yes, you could carry your bags out of the arrival area and upstairs to departures in the hope of finding a cart, but that's a lot of effort to potentially fail...
