SFO Charging for Luggage Cart - International arrival
The luggage carts at the baggage collection area of international arrival used to be free.
This is not the case anymore as observed on Jan 4th 2022, all carts are in the cart dispensing machine and charged $8, same are the carts in the parking garages.
Most everyone with sizable luggage will end up paying the $8 fee for each cart.

Perhaps go from the arrivals level and retrieve a cart from someone who is departing the airport? Easier if traveling with someone else.

Yes, you could carry your bags out of the arrival area and upstairs to departures in the hope of finding a cart, but that's a lot of effort to potentially fail...

Historically, people arriving in a different country that don't have appropriate currency to stick in a machine would be an issue. Now that most of the world pays with plastic, it is less if an issue.

Indeed, even in domestic terminals, lots of local passengers don’t have banknotes in the local currency these days.
