Not sure if I am an „Orly expert“, but the answer is yes.
I was wondering the same thing a few weeks ago when flying to NCE, gate shown was C17 or so, I looked it up on a map, and figured this was ORY 2. So the cab dropped me off at ORY 2, and I went through security there. There is a SP/Acces No. 1 lane to the right, which merges into the general lane. Then through some ORY mess to the actual gate area in the headhouse, lounge just upstairs. They have an ULTI area (I was offered it, but didn‘t have time, only grabbed two bottles of water for the flight)
