Yes, it can definetly be a points redemption. Missed that it was a points redemption that is cancelled.(and not taking the trip) to create point activity.
While I might be incorrect, I don't think that idea would work for creating "activity". I'll wait for someone to actually book and cancel to determine if it actually works.
