Yeah, OWE lounge access is pretty nuanced and earnestnywang is right when he observes it's sometimes on the whim of the lounge dragon. For instance, if one is a OWE from, say, CX, then this pax can frequent ACs & AS (should anyway, but I'm not sure AS staff is...er...up to speed on this) absent any restrictions (no int'l qualifier) other than being on an OW flight. Contrast that with AA/AS OWE where access to lounges--even their own--are only upon flights to or connecting (on OW carrier) to an int'l destination within a certain time frame or arriving on int'l and connecting to OW domestic destination.

It's complex and nuanced enough that each lounge and even each Dragon(ness) has his/her own interpretations of the rule.
