How does QR flexibility applies to award tickets booked through QR Privilege Club?

Does Qatar waive fees for avios reinstallment similarly as AA does? In the event they don't reinstall Avios, how easy it is to change an award ticket (date) from the ME to the US or (destination) from the US to Europe?
