That is not entirely correct. Travelers landing in DAR are indeed exempt from PCR tests, but ZNZ (Zanzibar) has different rules. From Timatic:
Passengers traveling to Zanzibar (ZNZ) must have a negative COVID-19 NAAT or RT-PCR test taken at most 72 hours before departure from the first embarkation point. The test certificate must have a QR code.
