I just made a new account today with the QR3 code and linked my BA account. Everything worked seamlessly in the registering/linking process.
I then searched and booked for a flight and the taxes/fees were the same as BA.com and there was no admin fee.
In BAEC bookings it is listed as "carrier imposed charge". Today that will break down as c.GBP53 per sector in J. It is not yet clear whether this is non-refundable but it will be better to redeem via BA if it is.
Some QR tickets/routes booked through BAEC are now cheaper than they were before, both avios and total fees etc, so it's a win for their members
