Frontier does proactively issue vouchers for delays in my experience. I had a flight delayed 1.5 hours last month and they sent me a whopping $25. Not much, but also appreciated for what amounted to a minor inconvenience. I got $50 in the fall when my itinerary got messed up (but I still got to my destination the same day). So yeah, they give out vouchers but probably to a lesser extent then some other airlines. They also come with the annoying requirement that you spend them with 90 days.

I have gotten a food voucher, as well, but that was after an IDB when the flight was oversold. Those things never cover a full meal, anyway.
