The president is stretching the "no quarantine" definition. It's the same as Singapore's "no quarantine", i.e. detained until PCR comes back negative.
Singapore has not required a PCR test on arrival for some time and the antigen test on arrival (which is currently self administered so takes almost no time) is also being scrapped April 1st.
