I have been emailing the Conrad and they are believing there's no longer a quarantine at all and likely no prepaid stay needed, but are awaiting an official letter from the government to confirm. They said they would contact me again once they know. The Indonesian government website seems confusing to begin with and it seems there's more information on official or non-official tourism websites than directly.
