I have entered SG twice under the VTL and TraceTogether had no problem displaying my vaccination status the second time even though it was more than 180 days after my second shot.
I'm not sure either... I can't really remember seeing that statement before, but I'll admit that I haven't really paid that much attention to it since I live in SG and it doesn't apply to me directly.
I'd always assumed that travellers would just have to apply for a new VTP for each entry into the country and that they would get temporary vaccinated status with each VTP.
