Once ANA provides you with a UA PNR, yes, you will be able to purchase E+ access for those flight(s). As this is not a ticket change or cabin change or upgrade, but rather a seat access fee with the same cabin / fare class, UA is able to do this.
If you talk to an agent to do this, don't use the word upgrade, it may confuse the agent .
