The referenced article seems to imply that the inbound traveler will purchase that $10,000 COVID medical insurance policy from the government(?) for USD 30.
Personally, I would not plan any trip to Vietnam until June or July at the earliest to let the kinks in the laws work themselves out, at the national level as well as at the local provincial/town level. I look at this 3/15 opening date similar to a restaurant soft opening date, as adjustments are likely needed.
