The flight in question, does not have R space available, however in the booking flow, it does not state 'You will be waitlisted between YYZ and CDG' so you can assume that the upgrade would cleared immediately even though R space is not available.

I suppose it's possible that a Flight Pass only looks at R space, and not at the magical invisible upgrade inventory that is available on some flights.
