Delhi was a mess. The desk near the gate would not let me leave & said that I had to take a RT-PCR test, but the RT-PCR desk said that it was not needed. They wasted about an hour of my time waiting in multiple long lines before they let me leave without taking the test. The important thing is to print out your air suvhida form in color, so they can see the green bar at the top of the form, AFAICT this indicates to them that you can exit w/o a test. If that bar is orange, then you need to test. My form was printed out in black & white, so the drones at the desk were basically making up rules. They let me go when I pulled it up on my phone & showed them the green bar.
