Exactly. At present, you are not allowed in if coming from outside the EU and non-vaxxed (except French nationals and a few other exceptions). The conditions of entry for non-vaxxed therefore only concerns intra-EU movements.
I would suspect that the non-vaxxed extra-EU exceptions will equally be subject to the 24H regime.
