Are you
absolutely certain that you had the accreditation certificate? It's a separate document from the test results that you have to get, not something on the test result document itself. It sounds like you only had your test result and whatever was stated on it. This detail comes up often on the HK Quarantine Support Group on Facebook.
I went through something similar on my August trip to HKG. I passed the doc checks when I departed from YYC. But, the gate agent at YVR checked everyone's docs again and called out the missing accreditation certificate for me. Fortunately, I was able to get the certificate online from the lab and proceed on to HKG. Both documents were specifically requested during the arrival and quarantine process in Hong Kong.
This requirement is specified on the Hong Kong's government website for inbound travellers. It's not enough to just have the test results and the accreditation statements on it. They want the full certificate for the testing lab with all the details.
Boarding requirement:- Negative result proof of a PCR-based nucleic acid test for COVID-19 within 72 hours(2) (including documentary proofs that the lab is ISO15189 accredited or Government recognised); and
- Confirmation of room reservation in a DQH for not less than 21 nights.
