It can access the web and hotmail, gmail, etc. from any wi-fi hotspot. So if that is all you need, go for it. You should be able to find some VoIP software to make it into a phone too.
Yes, the Tungsten C does have WiFi. But last time I checked the Tungsten C was running $499. And then you have the monthly service on top of that which runs something like $30/mo minimum and only covers certain hotspots, i.e. Starbucks is served by a different provider than Marriott, airports, etc. I would love to have Palm WiFi but I already pay $40/mo for DSL and $50/mo for Mobile phone, so I am reluctant to shell out another $30/mo just to access private email during the day.
As I said, WiFi providers would be smart to bundle it with DSL or Cell. I think both sprint and earthlink offer some type of package but neither one works with the Tungsten AFAIK and I don't want a bulky phone/pda combo (yes even Treo 650 is too bulky, as is the Tungsten).
