If you're fully vaccinated, there's no reason you'd ever need another test for HI. My point (still stands) that the only way to "pre-clear" is to lie, and put forward that it is a CDC card, and attest to such. Otherwise, the correct way until the site is updated, is to get cleared on arrival.

Edit: The site has been partially updated. The popup is edited to follow the new rules, although the button still says "Upload CDC Card" eyeroll.
