There is a lot of information about all of this on the FT Argentina thread. I have been going down to BA for many years. Changing USD on Florida is the way I always go. Lots of shops that are safe. $2000 USD can buy a lot in BA. Not a lot of cash to carry. I have at times made offers to hotel staff to exchange at a 15% discount to the blue rate. They were happy to make a extra few days pay for very little work.
