It depends. If you're flying directly to the destination country from the US then your statement may hold true. But if you're like most Americans, you're connecting through another European country. And because of that, it is going to be very difficult to get to the final destination. The UK and Germany, AFAIK, require vaccine or test to even transit within their airports.
