Check your AA receipt. The baggage allowance communicated in that email applies. It doesn't matter whether the interisland flight is HA or AA flight number, whatever allowance is on the receipt applies to all segments. So if the receipt said 1 bag free, it is 1 bag free on the interisland segment.

File a DOT compliant if HA deviates from the allowance.

AA will likely tell you baggage fees are included on the codeshare segments but that's not the actual practice used when you attempt to check-in. YMMV.
