Have a no parking sign except for customers, just like most businesses in the US have. Camera surveillance is a must too. If you see someone parking, and then walking off, then they might need to be towed.

A valid room key could be used to activate a parking arm at the entry/exit point of the lot. The RFID room keys have expiration times assigned to them at checkin so that would be what allows a guest to use the lot during their paid stay.
