Can confirm this also happens in the UK.
We just returned a Budget car to Gatwick after filling the tank and we just got hit with that odd EZ fuel surcharge (£13.99 in UK).
This definitely feels dodgy to me, plus a way to extract more revenue. The onus should be on them to prove we did not fill the tank, and not the other way around. That is essentially their job.
