I've searched and also gone through all of the Air Canada refund pages and forms but I do not see any way to request a refund of the seat reservation fees only. My ticket was originally booked through the Norwegian Cruise travel agency and I paid the seat reservation fee directly on the Air Canada website. On the morning of the flight, our first flight (United) to Newark was cancelled due to flooding and we were rerouted through Frankfurt, so I ended up not traveling with Air Canada at all.

I found their policy about seat refunds and it seems like we should be eligible for a refund since it was an involuntary cancellation/schedule change. The seat refund website directs me to a refund request form that only seems to be applicable to requesting a voucher credit for an entire booking. The options in this form do not seem to apply to my scenario at all and I don't even have the information it asks for like ticket number since we never got a boarding pass and the website doesn't pull up the booking anymore.

Do I just need to call or does anyone have a better idea?
