The EU has zero authority to impose a travel ban on anybody, it is a sovereign matter for each member state to decide on. What the EU can do is issue a recommendation but, as always, when it comes to things EU the important nuances are left out in place of sensationalism.
I think an EU "ruling" also offers some political cover for individual countries to increase border restrictions. E.g. If a sizable contingent of their citizens want to keep the borders open, politicians can at least point to the EU-wide recommendation.
Then again, I'm not terribly attuned to the political dynamic of the continent, and whether countries even "need" cover for such things.
