The entire UK is already a high risk area and that is unlikely to change. If you are fully vaccinated you are free to roam the country. The next level is the UK becoming a virus variant area, which is defined as having a new virus variant (which is not yet common in Germany) in significant numbers. Whatever Boris is experimenting with is unlikely to make that happen, so you can rest at ease.
Still have to laugh the worse Corona-country in Europe which was the European starting point for 2 variants has now one of the most restrictive entry conditions in Europe.
