If my flight is for example, VIE-ZRH-EWR and want to apply voucher(s) for eco to business, does that voucher count for both the VIE-ZRH and ZRH-EWR flights or only the long haul segment?

I am guessing within Europe for example it's only one voucher although doesn't seem worth it for short or even medium flights.
