edit: some sleuthing - seems to be related to Compass flow-down rights for mainline pilots and the lack of flow-down ability due to the closure of Compass. New Scope Concerns: 76-Seat Aircraft Fleet Cap | Scope Matters
From Aero Crew News:

"Delta and Endeavor Air’s pilot flow agreement stands. An arbitrator has upheld Delta’s pilot flow agreement with Endeavor, and Delta’s decision to return 35 76 RJs to service, stating the company did not need mainline pilot approval to transfer the contested LOA (enabling the above) between regional carriers."

Mods, you might want to split this into a separate thread since it seems the mainline order is separate from the scope issue.
