Delta's general pet embargo only pertains to pets shipped as cargo, not carry-on pets. There's an embargo on carry-on pets to the US from a large number of countries, and an embargo from the US to China - both as a result of government - mandated restrictions but what the OP wants - getting a carry-on pet from the US to AMS - is still possible on DL.
