Pet in cabin to Ireland

I know that to enter Ireland with a dog involves a lot of paperwork which we are in the process of doing that. Delta says that they do not allow pets in cabin to Ireland or the UK. BUT, but COVID there are no US-Ireland non-stop flights right now on Delta, you need to transfer in AMS or CDG. KLM does allow pets in cabin to DUB from AMS, I was on a trip there earlier this month and saw them and asked the gate agent. So, since I need to transfer in AMS to get to Ireland and KLM allows pets in cabin to Ireland, how do we book/arrange with DL to fly to AMS and then continue to DUB with pet in cabin on both flights? The AMS-DUB flight is available as a DL codeshare.
