If the hotel was hesitant to call an ambulance for the shooting victim, yes.
Crocodile attack did happen at the hotel, and it appears the hotel did what a lot of resorts (especially in Mexico/Caribbean) do when an incident occurs - quietly brush it under the rug, even if it means further detriment for the victim.
I don't blame the hotel here for the incident (other than if they did push back on calling an ambulance), but I think they absolutely should update those signs with a big "AVISO / WARNING" or CUIDADO / CAUTION header. They remind me of the signs you'll occasionally see in nature that are just talking casually about the flora and fauna:
